Cause

Bug:11782681 APPS6: FORMS DO NOT LAUNCH WITH BETA JRE 1.7

Solution

Revert to JRE 6. JRE 7 is not certified with Forms at the time of writing this article. No version of forms is supported for use with Java 7 at this time. Certification information will be posted when/if it becomes available. Until it has been posted, it is NOT certified or supported.

Reference:

11g Release 1

In version 11.1.1, middle tier and client tier certifications are listed within the same document.
